The idea
The predicate is everything that says something about the subject, and its heart is the verb.
In practice
In "The committee approved the budget after a long debate," the predicate begins at approved, and approved is the verb.
Where people slip
A word ending in i n g is not a complete verb by itself; "the committee approving the budget" lacks one.
