Some fragments lack a working verb, often because an i n g word or a with phrase stands in for one.
In practice
"With many families reporting higher costs." has no verb that a subject performs; "Many families reported higher costs" does.
Where people slip
Read each sentence alone and ask who did what; if there is no answer, it is a fragment.
