The idea
A phrase is a group of related words that lacks a subject, a verb, or both, so it cannot stand alone.
In practice
"After the long meeting" and "in the back of the room" are phrases; they add information to a sentence but are not sentences themselves.
Where people slip
A sentence can hold many phrases and still be simple, because phrases do not add clauses.
