Building a Matrix: Policies and Cards

Captions available

The idea

The next steps fill the rows a team can complete itself: policies and rules, and the cards.

In practice

Step one, policies and rules: take them from policy manuals, legal references and decision guidelines. For the Determination, the book lists an eligibility manual, a state statute and an appeals rule, all illustrative. Step two: link to the canonical sources rather than quoting whole laws. Step three, cards: copy the list from the Pack's card index, create, view, generate notice, supersede and log. Step four: optionally give each card a priority and a risk level, such as compliance-critical or operations-critical.

Where people slip

The policy row is the one auditors read first, and the one most often left out of technical traceability, because it lives outside the systems a technical team searches.
