The Determination Matrix
The idea
The book assembles the Eligibility Determination's first matrix, every name illustrative, as a model of a finished draft.
In practice
Step one, read the policy rows: the eligibility manual, the statute and the appeals rule. Step two, the cards: create, view, generate notice, supersede and log. Step three, data: the determinations table, its history table, the create interface and a warehouse table used for performance reporting. Step four, screens: the caseworker's decision screen and a read-only detail view for review and audit. Step five, reports and tests: outcomes by program, appeal rates, a notice suite and a regression pack for the latest policy change. Step six, operations and AI: the standard procedure, the appeals procedure, onboarding training, a justification-drafting prompt and a risk-scoring model.
Where people slip
The book's standard for a first matrix is useful, not perfect: when someone says the policy is changing, the team has a map of where to look.
