Scenario: a Policy Change
The idea
The book's first scenario uses a matrix when a law changes the eligibility rules for a program.
In practice
Step one: identify the affected things, the Eligibility Determination certainly, and possibly the Case Snapshot, the Income Record and the Notice. Step two: open the Determination's matrix. Step three: run an impact workshop row by row. Which cards describe the rules? Which tables hold the affected fields? Where do caseworkers see them? Which reports assume the old definition? Which test suites encode the old scenarios? Which procedures and training must change? Step four: produce a change plan listing the cards, Packs, tests and reports to update.
Where people slip
Without the matrix, the team tests where it remembers the logic lives. With it, the team follows a map.
