The Determination Pack in Outline
The idea
The book outlines a second Pack, for the Eligibility Determination, to show the same structure working in a different domain.
In practice
Step one, purpose: record eligibility decisions, provide the basis for calculations and notices, and allow audits of how, when and under which policy each decision was made. Step two, lifecycle: pending, while logic has run but a person has not verified it; active, while in force; superseded, when replaced by a newer determination; and revoked, when invalidated under defined conditions. Step three, obligations: the policy version must be the one in effect on the effective date, and every determination must trace to its snapshot and policy. Step four, open questions: may a case hold several active determinations for one program? Are corrections made by update, or by superseding?
