A First Set for the Determination
The idea
The book writes a first set of cards for an Eligibility Determination in four steps.
In practice
Step one, behaviors: create a determination from a case, view it, correct it where allowed, generate its notice, log it, and supersede it under defined conditions. Step two, business statements: for example, the agency must record each eligibility outcome, with its program, decision, dates and justification, so that decisions are transparent and auditable. Step three, properties: identifier, case, program, status, effective and decision dates, policy version, case snapshot, justification, and who created it. Step four, rules: status comes from an allowed list; the policy version must be the one in effect on the effective date; a denial needs a justification citing the rules; only authorized roles may create one.
Where people slip
The policy version and the snapshot are the two properties a generic draft most often leaves out, and the two an auditor most often asks for.
