The idea
The Washington Naval Conference of nineteen twenty-one limited fleets. The Dawes Plan of nineteen twenty-four eased Germany's reparations with American loans. Locarno in nineteen twenty-five guaranteed the western borders and brought Germany into the League. Kellogg-Briand in nineteen twenty-eight renounced war, with no way to enforce it.
