The idea
A pronoun pointing back to the previous sentence links two sentences, as long as its antecedent is unmistakable.
In practice
"The act gave the agency new tools. It also shifted the focus to prevention": it and also together tie the second idea to the first.
Where people slip
A pronoun link fails when two possible antecedents sit in the previous sentence.
