The idea
Concession transitions, such as certainly, of course, granted and to be sure, acknowledge a point before the writer answers it.
In practice
"Granted, the program is costly. Its savings, however, outweigh the cost" concedes, then turns back to the argument.
Where people slip
A concession must be followed by a response; otherwise it reads as the writer agreeing with the opposing side.
