The idea
Replacing a weak verb and noun pair with a single action verb is one of the most direct ways to cut words.
In practice
"Reach a decision" becomes decide, "hold a meeting" becomes meet, and "arrive at a conclusion" becomes conclude.
Where people slip
Phrases built on make, have and hold often hide the real verb inside a noun.
