The idea
The Duma's politicians formed a Provisional Government, Lvov then Kerensky, of the educated middle class; it passed reforms and refused to leave the war. Soviets, councils of workers and soldiers, claimed real power in the cities and bases. Lenin, returned by Germany in April, offered peace, land and bread.

Soldiers deserted; peasants seized land.
