The idea
In May nineteen fifteen a U-boat sank the liner Lusitania, over twelve hundred dead. In February seventeen Germany declared unrestricted submarine warfare. On the first of March the Zimmermann Telegram, offering Mexico an alliance, was published. In April the United States declared war.
