The idea
Migration is a permanent move to a new location. An emigrant moves away from a country and an immigrant into one for a prolonged period, at least a year, the World Bank says; net migration is immigrants minus emigrants in a year. Twenty sixteen's count: two hundred forty-six million immigrants.
In practice
Return migration goes home.
Where people slip
The count is dated to its year.
