The idea
Brain drain is a country's collective loss of skills, education, training and wealth when its highly skilled people leave; brain gain is the receiving country's collective gain. Brain waste occurs when educated migrants cannot work in their field because of regulations or certification rules.
In practice
Nurses, doctors, IT specialists, athletes: highly skilled migration.
Where people slip
A surgeon driving a taxi is the waste.
