Reading a Competency Set
The idea
The technique: establish who a competency set is for and who wrote it; check how consensus was reached and on what wording; read each statement as an ability rather than a topic; map the set against what a programme or a post actually produces; and locate the gaps deliberately rather than assuming them absent.
In practice
The EBP competency set taken to a department. Its provenance established — a Delphi study among eighty trained mentors, consensus obtained on the final wording rather than a draft. Each statement read as something a clinician does: formulates, searches, appraises, synthesises, integrates, evaluates. The core set separated from what is additionally required at advanced level. Staff self-assess to locate gaps, with the results treated as a development map and not as verification. The department's teaching checked against what it actually produces, and the faculty's own competence checked before the curriculum is revised.
Where people slip
Read the provenance before the statements. A competency set is a consensus among a particular group of experts, and knowing which group tells you what the set will emphasise and what it may leave out.
