Concentrated and dilute describe how much solute is dissolved relative to solvent, separate from whether it dissociates completely.

A dilute solution of a strong electrolyte like NaCl still dissociates completely; a concentrated weak electrolyte still dissociates only partly.

Calling a dilute strong-acid solution "weak" confuses two independent properties that can vary in any combination.
