A Seed and a Floor

The idea
The method gives two rules about Pack levels: a Bronze Pack is a seed, and Bronze is a floor, not a ceiling.
In practice
A notification setting starts Bronze; if it turns out to stop payments or carry a legal deadline, it grows to Silver or Gold.
Where people slip
The book also warns against making everything Gold; reserve the depth for where it pays for itself.
