The idea
Instruments are inspected for damage and completeness before they are used and again at the counts.
In practice
Check that tips meet, jaws close evenly, ratchets hold, scissors cut cleanly, and multi-part instruments have every part.
Where people slip
A damaged instrument is set aside, labelled and reported for repair, never used.
