Hamilton's Program and the First Parties

The idea
Hamilton's financial program to stabilize the economy divided Federalists, who backed it, from Democratic-Republicans, who said the Constitution did not permit it. Only free White men meeting tax or property tests could vote.
In practice
Whiskey distillers resisting a federal tax; Washington marching to stop them.
Where people slip
Jay's Treaty eased relations with Britain; Pinckney's opened New Orleans. Foreign policy became a party question at once.
