The First Continental Congress

The idea
In seventeen seventy-four, representatives from twelve of the thirteen colonies met as the First Continental Congress. Their Declaration and Resolves demanded repeal of every repressive act since seventeen seventy-three, and they called for militias and a boycott.
In practice
The Suffolk Resolves from Massachusetts supplied the plan.
Where people slip
The delegates still called themselves British subjects. A de facto government had formed before anyone declared independence.
