The idea
People must be empowered to change their behaviour, which means removing the barriers that prevent it — inadequate resources and inadequate skills among them.
In practice
A barrier removed so that the asked-for behaviour becomes possible.
Where people slip
If barriers stay, individuals become frustrated and the change is undermined. Asking for a behaviour the setting prevents produces resentment, not adoption.
