Revising means reseeing, rereading and rethinking a draft until it fully matches what the writer intends.
In practice
It works on units larger than the sentence, through cutting, adding, rearranging and rewriting until the ideas satisfy the writer.
Where people slip
Fixing commas is not revising; a revised draft can look different, not merely cleaner.
