Quotation marks enclose the exact words of a speaker or a written source.
In practice
Introduce a quotation with a signal phrase so readers know who is speaking; in dialogue, start a new paragraph for each speaker.
Where people slip
A paraphrase in your own words takes no quotation marks, though it still needs a citation.
