Solubility is the maximum concentration a substance reaches in a solvent under given conditions.

A solvent added to excess solid stops dissolving more once that maximum concentration is reached, leaving undissolved solid behind no matter how long it is stirred.
Watch for
"Insoluble" describes very low solubility, not an absolute zero — a genuinely zero-solubility substance is essentially unknown.
