Within a solution, the solvent is present in the greater amount and each solute is a substance dispersed throughout it.

In seawater, water is the solvent and dissolved salts are solutes, spread evenly enough that any scooped sample matches any other.
Watch for
"Homogeneous" describes uniformity throughout the solution, not equal amounts of solvent and solute — solutes are usually the minor component.
