A liquid's normal boiling point is its boiling point specifically at one atmosphere of surrounding pressure.
In practice
Water's normal boiling point, 100 °C, applies only at 1 atm — the same water boils lower at reduced pressure.
Where people slip
Citing "the boiling point" without stating pressure silently assumes the normal, 1-atm value.
