The idea
Meristematic tissue consists of continuously dividing, undifferentiated cells; permanent tissue consists of differentiated cells that no longer divide.
In practice
A root tip's dividing meristem cells give rise to permanent cells that specialize into dermal, vascular, or ground tissue.
Where people slip
"Permanent" describes lost division ability, not lifespan — many permanent cells go on functioning actively for years.
