The idea
A vascular plant organizes into two organ systems: an aboveground shoot system of stems, leaves, flowers, and fruits, and a usually underground root system.
In practice
The shoot system carries out photosynthesis and reproduction; the root system anchors the plant and absorbs water and minerals from soil.

"Shoot" includes reproductive parts too — flowers and fruits belong there, not a separate category.
