The idea
A value at the pth percentile is at or above p percent of the data. The median is the 50th percentile; the quartiles are the 25th and 75th.
In practice
A score at the 80th percentile meets or beats 80% of the scores.
Where people slip
A percentile is a rank, not a percent correct: scoring at the 80th percentile is not scoring 80%.
