The idea
In eighteen-oh-seven an alliance with Tsar Alexander, the Treaty of Tilsit in the standard name, left Napoleon dominant from France to Poland. The empire ran from Belgium and Holland to Rome, nearly half a million square miles and forty-four million people by the anchor's count.
