The idea
The book follows a benefits agency through phase one in five steps, as a model for any domain.
In practice
Step one: collect nouns, including Application, Household, Individual, Income Record, Eligibility Determination, Notice, Case, Case Snapshot, Appeal Case, Policy Version and Audit Log Entry. Step two: build the inventory, marking the Determination and Policy Version core and audit-critical. Step three: name five zones: intake and registration, case management and determination, communications, policy and rules, and compliance and audit. Step four: place each thing in its zone. Step five: draw the relationships. An Application becomes a Case. A Case produces an Eligibility Determination, which refers to a Policy Version and links to a Case Snapshot. A Case produces Notices and may produce an Appeal Case.
