Resource mobilization theory explains a movement's success by its ability to acquire resources, chiefly time and money, and mobilize supporters.
In practice
A movement's success often traces to existing infrastructure — established leadership, churches, advocacy groups — mobilized quickly once triggered, not the trigger alone.
Where people slip
Resource mobilization measures organizational capacity, not moral urgency; a well-resourced movement is not thereby more justified.
