Turnout by Three Denominators

Captions available

The idea

Turnout depends on the denominator. Against the voting-age population, citizens over eighteen, a little over half vote. Against the voting-eligible population the figure is slightly higher. Against registered voters it is highest, eighty-seven percent in the anchor's undated figure.

In practice

Some believe democracy needs many voters; others, only informed ones.

Where people slip

America trails nations that register automatically or compel voting.
