The idea
The Federal Election Commission controls federal donations and makes finance transparent: contribution limits and disclosure. Supreme Court decisions, Citizens United among them, voided sections, letting businesses and organizations run ads, and produced super PACs, which raise unlimited funds if uncoordinated with campaigns.
In practice
PACs raise campaign money; shadow campaigns run without the candidate.
