The Governor's Vetoes and the Legislature's Three Jobs
Captions available
The idea
Governors partner legislatures in lawmaking, head their parties, speak for their states and manage crises. Many hold line-item, amendatory and reduction vetoes, pardons, budget authorship and special sessions. Legislatures make law, serve constituents and oversee, varying in size and professionalism.
In practice
An amendatory veto returns a bill with a requested change.
Where people slip
Formal powers: those a state constitution or statute names.
