Captions available

The idea

The Constitution rebalanced the Articles so that both levels had authority and autonomy. Through history the two have worked out shared power, the federal government often using fiscal policy to encourage state compliance. Local governments, dependent on their taxing power, face unique pressure in downturns.

In practice

Grants as the lever; unit 07 names them.

Where people slip

Property taxes fund counties and cities.
