The idea
The threshold of excitation is the level of depolarization a neuron must reach before it fires.
In practice
Incoming signals push a neuron from negative toward zero, and nothing is transmitted until the threshold is crossed.
Where people slip
Signals below threshold are not wasted. They sum with others arriving close in time.
