The idea
The HCPCS coding system has two main levels.
In practice
Level one is CPT, a numeric system maintained by the American Medical Association for procedures and services; level two covers supplies and services not in CPT, such as ambulance services and durable medical equipment.

CMS maintains level two codes; questions about CPT codes go to the AMA.
