A Playbook for a Licensing Office
The idea
A worked example, constructed for this course, builds a playbook for a domain the book names but does not detail: a professional licensing office.
In practice
A state office issues licenses to electricians and plumbers. Its process lead, Nora, runs the book's micro-playbook. She asks the question from the book's opening scene: which decision do people argue about, appeal or get audited on? The answer is the License Decision: issue, deny, suspend or renew. That is her first Gold thing. The second is the Disciplinary Action, because it can end a career and is often appealed. She lists the core things around them: the Applicant, the Application, the Exam Result, the Continuing Education Record, the License and the Complaint. For the License Decision's Pack, she traces each status to the regulation section behind it, and finds that suspended has two meanings in practice, one for missed fees and one for discipline. They become two separate statuses. She writes three cards: create a License Decision from an Application and an Exam Result; generate the decision letter with appeal rights; and supersede a decision after an appeal, keeping its history. The office wants an AI tool to help. Nora writes the two sentences the micro-playbook asks for. AI may draft the decision letter from the decision's fields, summarize a complaint file for an investigator, and flag missing continuing education records. AI may never decide whether to issue, deny or suspend a license, or decide whether a complaint is substantiated.
Where people slip
The playbook took one meeting to start because the moves were the same as in every other domain: find the decision people argue about, make it Gold, trace its statuses to rules, write the cards that keep its history, and draw the line for AI. The surprise, two meanings for suspended, came from tracing statuses to rules, which is the step that most often finds what a domain has been hiding.
