Benefits: Cards for the Determination

Captions available

The idea

The benefits playbook gives three example cards for the Eligibility Determination, each built around a rule the agency must keep.

In practice

Step one: write the card that creates a Determination from an Application and a snapshot of the Case, recording household make-up, income, assets, the rule-set version, the outcome and the effective date. Step two: add its constraints: it must name a specific rule-set version, and it cannot exist without a valid Case and Application. Step three: write the card that generates the Notice from the Determination, stating the basis of the decision in the required language, including appeal rights and deadlines, and recording the link between the two. Step four: write the card that supersedes a Determination after an appeal, keeping a clear history of which decision was in effect when.

Where people slip

The third card is the one most often missing. Without a history of supersessions, an agency cannot answer which decision applied on a given day, which is exactly what an appeal or audit asks.
