The idea
The method defines three pack levels: Bronze for simple, low-risk objects; Silver, the default for most core objects; and Gold for anything audit-critical, legally sensitive, or central to money, safety or rights.
In practice
A meeting-room booking gets a Bronze pack; an eligibility decision gets Gold.
Where people slip
The level follows the object's risk, not how much time is available to write.
