Consequence or Reinforcer?

The idea
A positive consequence counts as a reinforcer only if it is shown to increase the behavior it follows; otherwise it is only a pleasant event.
In practice
A class party offered for quiet work, when the room stays as noisy as before, reinforced nothing.
Where people slip
The same test applies to punishment: a negative consequence is a punisher only if it reduces the behavior.
