A strong argument identifies and answers the strongest objection to its claim, a counterclaim, rather than the weakest.
In practice
Writers may refute the objection, concede part of it, or limit the claim with a qualifier such as some or many.
Where people slip
Conceding a fair point builds credibility; ignoring counterclaims makes an argument seem incomplete.
