An electrolyte produces ions when dissolved, letting its solution conduct electricity; a nonelectrolyte dissolves as intact, nonconducting molecules.

Saltwater conducts because dissolved NaCl separates into mobile ions, while sugar water at the same concentration does not.

Watch for

Conductivity depends on whether ions are present, not on how much solute dissolves — a dilute electrolyte still conducts, only weaker.
