Henry's law states a gas's solubility in a liquid is directly proportional to that gas's partial pressure above the liquid, at fixed temperature.

A diver's blood dissolves far more nitrogen at depth's high pressure than at the surface, so ascending too fast lets that nitrogen bubble out.
