The idea

Where a closed form repeats because the form requires it, an open form repeats because the poet chose to. The choice is therefore meaningful in a way a villanelle's refrain is not: nothing compelled it. Ask what a chosen repetition insists on.

In practice

Nothing compelled this repetition.

Where people slip

Chosen repetition means more, not less.
