What Each Count Rules Out

The idea
Fourteen lines excludes the villanelle and the ballad. Nineteen with refrains excludes everything but the villanelle. Three lines excludes everything but the haiku. No rhyme excludes every closed form but blank verse. Each measurement eliminates, which is how five options become one.
In practice
Each count eliminates options.
Where people slip
Elimination, not identification.
