The Outputs of Government
The idea
Policy is where the system's machinery finally discharges — the outputs of government, domestic and foreign, are what everything before this unit was for.
In practice
Domestic outputs first. Policy includes the choice not to act (Gov 451), and its politics follow the geometry of costs and benefits: distributive programs pass quietly on diffuse costs (Gov 453), regulatory policy organizes the regulated few against the diffuse many (Gov 454) — Unit 6's collective-action logic wearing policy clothes — and redistribution fights loudest because winners and payers can both see themselves (Gov 455). The budget is the ledger of it all: entitlements flow by formula without an annual vote (Gov 456), discretionary spending renews yearly under the purse (Gov 457), and the shortfalls stack — a deficit each year, a debt across all years (Gov 458, with the twin at 459). Even the economic controls split between elected hands and an independent one (Gov 460). Foreign outputs run through one portfolio (Gov 461) and an escalating instrument list — talk, pay, sign, squeeze, fight (Gov 462) — deployed under stances and lenses the course presents without ranking: isolation, engagement, idealism, realism (Gov 465 through 467), with the aid twin correcting the loudest budget myth of all (Gov 463). And the course-long wiring is now complete: this unit's cost-benefit geometry is Unit 6's logic, its budget is Unit 7's purse, its implementation is Unit 8's machine, its challenges land in Unit 9's courts — and whether the outputs track the measured public is Unit 4's question, which was Unit 1's question first.
Where people slip
Which outputs government should produce is the substance of politics itself — the course has mapped the machinery and leaves the substance to the citizens the machinery serves.
